So, for tweaks, I decide to give him an extra point in Spanish (which would bring it to 2 points - fluent) but keep in mind that he may run into folk who would remember him from his con-man days, especially on the Rio Grande.
I'd try to steer his eps toward the canonical, efficient breakpoints. I'd also suggest the eps be used on skills/stats used in the adventure. I'll also provide "training programs" through the FSS from time to time, to let folks spend eps on things which wouldn't make sense otherwise. (EG. "R&D has developed this crossbow-type weapon. Want to take the class to get used to it?"
